Fourteen Projects Pre-Selected

Fourteen new projects were pre-selected during EEP Mekong Fourth Steering Committee Meeting held in Luang Prabang on December 16-17, 2010.
Out of 105 submitted project proposals, 81 projects underwent the evaluation process.
The projects pre-selected by the Steering Committee, their identification numbers, their country of implementation, their technical focus and their field of activity are shown in the table.

EEP Mekong Regional Forum on "Building Partnerships for Implementing Renewable Energy and Energy Efficiency Projects in the Mekong Region"

The First EEP Mekong Regional Forum on “Building Partnerships for Implementing Renewable Energy and Energy Efficiency Projects in the Mekong Region” took place in Vientiane (Lao PDR) on October 26-27, 2010. This major regional event attracted some 160 participants from governments of the Mekong region and beyond, representatives of Nordic countries, multilateral organisations, equipment suppliers, project developers, non-government organisations (NGOs) and educational/research institutions. It was hosted by the Ministry of Energy and Mines of Lao PDR (MEM) and supported by the Ministry of Foreign Affairs of Finland (MFA) and the Nordic Development Fund (NDF).
Forum participants were welcomed by H.E. Mr Somboun Rasasombath, Deputy Minister of Energy and Mines, who highlighted the importance of tapping the vast renewable energy potential of Lao PDR for a cleaner energy development of the Mekong region. He also emphasised Lao PDR’s renewable energy and energy efficiency policy and experience.
The Government of Finland was represented by H.E. Ritva Koukku-Ronde, Under-Secretary of State at MFA. Her keynote address introduced the foreign policy of Finland in supporting sustainable development. She insisted on the central role of energy, especially renewable energy in reducing poverty. She underlined the objectives EEP Mekong, which is part of a global network of EEP Programmes.
Her speech was followed by a presentation of NDF’s role in co-funding clean energy and climate change mitigation projects in the Mekong Region. A presentation of EEP Mekong Programme Status and Prospects wrapped up the opening session.
The four EEP Mekong countries Renewable Energy and Energy Efficiency policies and strategies were reported. EEP pre-selected projects were also introduced by the project developers. The floor was then opened to Nordic companies to present their renewable energy and energy efficiency products. One of the major sessions of the Forum was a panel discussion on bio-fuels, where the pros and cons of the production of bio-fuels were discussed. Another key session explored the benefits, as well as best practices and lessons learned from public-private partnerships in implementing renewable energy and energy efficiency projects.
With the attendance of participants from a wide-range of organisations, the Forum successfully met its objective to act as a platform for sharing information on renewable energy and energy efficiency, promoting dialogue, networking, building partnerships, policy development and obtaining current and local information on energy and environment issues.

EEP Mekong first call for proposals : Nine projects pre-selected
The Second Steering Committee Meeting was held on 3-4 May in Siem Reap, Cambodia, a much-anticipated event given the enthusiastic response to EEP Mekong First Call for Proposals. Regarding the First Call, the Nordic Development Fund Representative expressed his satisfaction to have received such a large number of projects out of which many are of extremely good quality. That definitely reflects the relevance of the Partnership in the region.

As expected, the highlight of the meeting was the selection of projects proposals that will receive EEP funds. With 162 project proposals received by the Embassy of Finland, it was therefore a challenge for the Steering Committee to choose the very best among them.
Pre-approved project proposals
After almost two days of deliberation, the Steering Committee selected nine (9) project proposals to receive EEP funds provided that their project proponents submit a complete full project proposal document (FPPD) no later than 15 June to the Regional Coordination Unit (RCU). Four additional projects pre-selected by EEP Mekong Steering Committee

Four additional projects were pre-selected by EEP Mekong Steering Committee (SC) during its third meeting held on 19-20 August 2010 at the Asian Institute of Technology (AIT), Pathum Thani, Thailand. The proposals for these projects were submitted during EEP Mekong First Call for Proposals which was held from 15 October 2009 to 31 December 2009. Brief details of the four projects are shown below:
